Phan Ngoc Hien: Ca Mau's Digital Transformation Pioneer
Phan Ngọc Hiển Commune in Cà Mau Province is making strides in digital transformation. Since July 1, volunteers have aided nearly 5,000 individuals and businesses in using online public services. The commune's authorities have prioritised this change, with all residents and businesses guided to handle administrative procedures online and use cashless payments.
The commune's remote coastal location and limited infrastructure pose challenges. However, it has a strategic position with diverse resources and potential for growth in marine economy, renewable energy, and logistics services. To leverage this, the Provincial Agricultural Extension Center has been tasked with developing special strategies for science, technology, and digital transformation in rural areas.
Local Youth Union members are working as digital technology teams and volunteers, supporting residents and businesses in adopting digital services. Fishermen are also being trained to use digital tools such as weather forecast apps and vessel monitoring systems to enhance safety at sea.
Phan Ngọc Hiển Commune aims high in its digital transformation journey. It seeks to have more than 85% of its working-age population digitally literate, 95% using online public services, and at least 70% of enterprises and aquaculture households adopting digital transformation in production. The commune's People's Committee is urging the provincial administration to adopt specialised strategies to support this goal.
