German Gambling Regulator GGL Fights Illegal Websites in 2024

The German gambling regulator, the GGL, has published its annual report for 2024, highlighting its efforts to combat illegal gambling websites and protect players. The GGL faced challenges but remained optimistic about addressing them.

In 2024, the GGL focused on curbing the black market in the German gambling sector. It used measures such as payment blocks, geolocation restrictions, bans, and fines to limit the impact of illegal operations.

Ronald Benter, a GGL Board Member, explained that the regulation of the market aims to channel demand into a legally compliant and safer environment, while preventing gambling addiction and protecting young people and players.

The GGL acknowledged ongoing challenges from the black market and had disagreements with the industry over the reach of these operations. Industry publications suggesting a high prevalence were disputed by the GGL, which engaged in a scientific study to establish the true extent.

The GGL used geo-blocking, payment blocking, and collaboration with Google to revise advertising guidelines, preventing unauthorized providers from entering the market.

In its 2024 review, the GGL celebrated combating illegal gambling offers as a significant achievement. Despite facing challenges, the regulator remains confident in its mission to protect players and maintain a legally compliant gambling market in Germany.
